Particulars of Organisation, Functions and Duties

2.1       Objective / purpose of the Public authority.                  

To establish three tier Panchayati Raj Institutions (PRIs) as institutions    of Self Government. To receive grant from Govt. of India / Govt. of Odisha & other sources and execute plan / programs through the three tier systems of PRI.                                               

2.2      Mission / Vision Statement of the Public authority.        

            To enable PRIs to plan and implement schemes for economic development of rural poor.

To achieve rural prosperity and ensure quality life through PRIs.

2.3      Brief history of public authority and context of its formation.

Govt. of Odisha have established the District Rural Development Agency      (D.R.D.A) with effect   from   02.10.1980 for  Planning, Implementation, Monitoring and evaluation of all   poverty alleviation programme to be lunched in the district. Keeping the above objective in view, the District Rural Development Agency, Gajapati was constituted in 1994 as a society registered under the Societies registration Act, 1860 with its registration No. 2 of 1992 – 93 on 24.9.1994. Consequent upon bifurcation of Ganjam district, its area of operation was limited to 7 blocks only.

 

The D.R.D.A., Gajapati was originally established in the year 1994 under Panchayati Raj Department, Odisha, Bhubaneswar.  The Agency was registered under the Society Registration Act. 

The Governing Body of the D.R.D.A., Gajapati has been reconstituted as per the Byelaw modified and amended by Government in P.R.Department. The Governing Body is the highest body of D.R.D.A.  All the duties, powers, sanctions and rights whatsoever or consequential and incidental to the carrying performed by the Governing Body subject to such limitation as the Government of India and Government of Odisha may from time to time impose in respect of the expenditure of its Grants.  The Governing Body of the Agency shall be the Body constituted as such under the regulation of the Society.  The Governing Body meets once in a quarter.

The President, Zilla Parishad has become the Chairman of the Governing Body of D.R.D.A.  In this capacity he will preside over the meetings of the Governing Body of the D.R.D.A. 

The Collector and the District Magistrate is functioning as Ex-Officio Chief Executive Officer of the D.R.D.A.  All Executive and Financial powers of D.R.D.A is vested with the Chief Executive Officer.  In this capacity he will be fully responsible for successful execution of the relevant Schemes, Projects and Observation of the Central/ State Government Guidelines in terms of maintenance of Accounts and Compliance procedure.

All Schemes and Projects will be approved by the Governing Body of D.R.D.A according to the Guidelines/ Instructions of Government.  The Chief Executive Officer will sanction funds and implement the Projects.  However, before sanction of any Scheme, approval of the G.B, D.R.D.A may be obtained wherever expedient.  The other Panchayati Raj Institution i.e. Panchayat Samiti and Gram Panchayat will have over all supervision of Schemes in their respective areas.

Composition of D.R.D.A.

 

The D.R.D.A. has a Governing Body comprising of the members like MPs, MLAs, Head of CGB, Chairman R.R.B., Lead District Manager, Representative of NABARD at District level, Dist. Employment Officer, General Manager, DIC, Executive Engineer, RWSS, Executive Engineer, R.W.D, Executive Engineer, R&B, DFO, ADMO, etc. Pursuant to the orders of Govt. in P.R. Deptt. regarding restructuring of G.B. of D.R.D.A. communicated vide their Letter No. IRD.1(G) 20/96/2920               Dtd 17.03.1997 and as per resolutions of G.B. of D.R.D.A. in the meeting held on 16.05.1997, the G.B. of D.R.D.A., Gajapati has been restructured with the above members. The president of Zilla Parishad is the Chairman, the Collector is the Chief Executive Officer and Project Director is the Member Secretary of G.B.

 

2.4      Duties of Public Authority.

I.          Empowerment of PRIs

ii.         To provide funds to PRIs, to carryout development works and poverty alleviation programmes in rural areas through PRIs & Line Departments.

 

2.5      Main Activities / functions of the public authority.

i.                    To provide funds to the PRIs to implement wage employment schemes and self-employment programmes-SGRY.

ii.                  Supervise and monitor implementation of wage employment and poverty termination programmes, self-employment –SGSY, Area Dev. IWDP, Sanitation Programmes –TSC, IAY.

2.6       List of services being provided by the public authority with a brief write up on them.

            This DRDA provides following basic services

i.                    Rural connectivity

ii.                  Rural Housing for BPL families under IAY.

iii.                Creating irrigation potential.

iv.                 Supplementing and converging existing developmental inflows to strengthen under BRGF.

v.                   Provide Wage employment as per demand under NREGA.

2.8     Expectation of the public authority from the public enhancing its effectiveness and efficiency.

i.                    Timely feed back on the quality and quantum of work.

 

2.9      Arrangements and methods made for seeking public participation/ contribution.

i.                    For creation of awareness among the public regarding programmes and schemes of the department guidelines, instructions and circulars have been hosted in P.R. website.

ii.                  Selection projects executants and beneficiaries under various schemes are finalized by organization of Pallisabha and Gramsabha where participation of the people is must.

 

2.10         Mechanism available for monitoring the service delivery and public grievance resolution.

i.                    Monitoring of the effective ness of programmes are done by monthly progress report review in the meetings and field tours by the higher officers of the department as well from the district.

ii.                  Vigilance and monitoring Committees /Governing Body meeting/Z.P meeting.
