SGSY

i

Swarna Jayanti Gram Swarozgar Yojana (SGSY)

:

Objective of the programme

:

To assisted poor families above the poverty line by providing them income-generating assets through a bank credit and govt. Subsidy is enabling elements under this scheme.

Physical & Financial target of the programme (2009-10)

:

Physical Target 1908 nos.  of Swarozgaries Financial Target 248.12 lakhs.

Eligibility of beneficiary

:

a.10% Individual beneficiary must from rural BPL    Family.

b.20 % of APL can avail the benefit under group assistance but subsidy benefit cannot be availed by them.

Pre-requisite of benefit

:

a. Must be a Rural BPL

b. Willing to avail credit to take up micro enterprise.

c. Should possess the minimum skill requirement

:

a. Individual beneficiary through Gram Sabha/ Palli Sabha. Also, through 3 member committee comprising BDO / Sarapanch / Banker identify the beneficiary.

b.  The group to be selected by the Block Level SGSY Committee

Criteria for deciding eligibility 

:

Rural BPL

:

a. Bank Credit.

b. Capacity Building.

c. Infrastructure Gap.

d. Marketing facility of the rural product.

e. Beside subsidy is admissible upto 30 % of the project cost subject maximum of Rs.7, 500/- for individual beneficiary. In respect of SC/STs however subsidy admissible Rs.10, 000/- . For Groups the subsidy would be   at 50 % of the project cost. Subject of percapita subsidy of Rs.10, 000/- or Rs.1.25   lakh, which ever is less. There is no limit of subsidy under irrigation projects.

Procedure for the distribution of the subsidy

:

Subsidy will be back-ended. Banks would disburse the full subsidy. Project cost including subsidy to the Swarozgaries as loan. The benefits of subsidy will also be available to Swarozgaries who prefer to avail themselves of required working capital in the form of cash credit.

:

To provide assistance for construction of house to BPL Rural House Hold belonging below the poverty line non SC/ST rural house by providing them a lump sum financial assistance.

Financial Target 263.552 lakhs.

Eligibility of beneficiary

:

Below poverty line House Holds leaving in the rural areas belonging to Scheduled Castes / Scheduled Tribes, non SC/SC Minorities, physically handicapped and freed bonded labourers of BPL rural households, widows and next of –kin to defense personnel / paramilitary forces killed in action residing in rural areas    (irrespective of their income criteria) ex-servicemen and retired member of paramilitary forces fulfilling the other conditions.

b. Having a homestead land under his possession

:

To provide wage Employment as per demand of the job card holders, social & economic infrastructure in rural area.

:

Basing on the demand of the job card holders.

Eligibility of beneficiary

:

All the job cardholders who are in need of wage employment should submit their demand to the local Sarapanch of the GP.

Pre-requisite of benefit

:

The work will be taken up basing on the demand of the job cardholders within the radius of 5 Km. of the village.

Procedure to avail the benefits of programme targeted in   nature

:

The projects are selected in the Palli Sabha & Grama Sabha. The self of projects approved in the PS/ZP & Perspective Plan for Five Years perspective plan has been prepared.

Criteria for deciding eligibility 

:

The projects have taken by Grama Sanjayak. Basing on the demand of the labourers projects have taken up in the village.

:

Benefit under the programme constitute only wage. The wage will be paid weekly/fortnightly through Bank/Post Office with in radius of 5 Km.

:

Through Bank/post Office in presence of Sarapanch/Executive officer/Secretary/GRS & Nodal Officer on Rozgar Divas.

:

The job cardholders has to submit the demand before the Sarapanch of the GP. If the Sarapanch will not provide the Job with in 15 days, then they will approach the BDO with their demand. If the BDO has also not taken any steps to provide job then they may contact with the PD, DRDA or the Collector.

BRGF

Objective of the programme

:

Designed to reduce regional imbalances in development. The fund will provide financial resources for supplementing and converging existing developmental in flows to strengthen the Panchayats, Municipality, NAC Local Governance & to create more appropriate capacity building. To bridge the critical gaps in local infrastructure and other development requirements through existing BRGF inflows.

:

BRGF Annual Action Plan for the year 2009-10 is under progress at TSI level.

Eligibility of beneficiary

:

All the people belong to rural and urban irrespective of BPL/APL will be benefited around the villages/habitants for wage employment.

a. Must be a rural/urban poor.       

b. Willing to do manual and unskilled work.

c. The work must be taken in and around of the beneficiary’s village / habitant.

The shelf of projects are approved in  Palli Sabha & have accorded in PS and finally approved in District Planning Committee.

The project should be need based. The executants should be from the village where the project is located & the work will be executed by VLL to be selected through Palli Sabhas.
