4(I)(b)III:-       The procedure followed in the division making process, including channels of supervision and accountability.

            The  CDVO is to look after  for implementation of departmental works  through field functionaries.

The VAS/AVAS  in blocks are implementing scheme works executed through  concerned BDOs in addition to their treatment of animals. The Livestock Inspectors  are treating animals and taking health care of animals/birds by adopting different vaccination at Panchayat level.

 

4(I)(b)IV:- NORMS SET BY  IT FOR THE DISCHARGE OF ITS FUNCTIONS;

 

The user charge is being collected from the farmers for treatment/vaccination as per the rates prescribed by ARD Deptt. Govt. of Orissa

There is no such specific records and manuals of ARD Department. However we are following the instruction time to time communicated. The CDVO can provide copies of different Dairy/Poultry /Goatery schemes.

PLAN SCHEME

Under the centrally sponsored scheme (CSP) ASCAD and NPCBB are functioning in the district. The main aim and objective of ASCAD and NPCBB is to enhance the breeding activities of animals by improving AI services at the farmer’s doorstep, improving infrastructure development at the VD and LAC.

Assistance to State for control of Animal Disease(ASCAD): -

This programme ensures free from existing diseases, emerging diseases and exotic diseases. Director AH&VS Orissa is the executive authority of this programme. Under this programme we are receiving medicines and vaccines. One District Head Quarter laboratory is established under this programme at Parlakhemundi. The DRDA has funded for construction of laboratory under RSVY. The said building is under construction through PWD up to roof level .

 

AWARENESS – CUM – ANIMAL HEALTH CAMP:-

There is fund a sum Rs. 35,000/- for organization of awareness-cum-animal health camp in Gajapati district. 2(Two) Nos of such camps will be organized in each block and 1 at district headquarter.Out of them, ten camps in different blocks and one at District Headquarter  have already been organized in different dates.

 

 There is another fund of Rs28000/- has been received recently from Directorate for organization of

Awareness-cum-Animal Health camps (two in each block) during the year 2008-2009

National Programme for cattle & Buffalo Breeding(NPCBB): -

It provides quality-breeding inputs in breeding tract of important indigenous breeds so as to present the breeds from deterioration and extinction. It promotes fodder production in support of economic milk production. Under this programme 25 nos of GOMITRAS are selected/Trained so far under self employment generation scheme. The GOMITRAS are complimentary to the departmental VASs and LIs. Director of AH & VS Orissa is the executive authority of this programme.

 

UP GRADATION OF SKILL IN SELF EMPLOYMENT:-  

   DAIRY/GOATERY/SHEEPERY/POULTRY.

Animal husbandry is recognized as most important activity for income generation of landless laborers and unemployed in rural/urban area of Orissa. Livestock development through farming provides regular source of income. The main objective is to achieve high rate of reproduction, production and growth of livestock. Cow milk is a natural food and the cow is the animal of choice, since the environmental are favorable for its up keep. This training programme can provide on opportunity to interact and motivate among participants and also the trainer and participants.

There is funds a sum of Rs. 69,000/- for organization skill up gradation training of farmers in 4 (four) batches under Dairy, Goatery and Poultry sector during year 2008-09. This programme will be organized shortly at Gosani, Kasinagar, Gumma and Rayagada Blocks. 

There  is another Rs 34500/- has been allotted for organization of skill up gradation training of farmers in two batches during this year 2008-09.
