INTRODUCTION :

 

Human Resources Management System (HRMS) is the brain hold of administrative reform cell of General Administration Department Govt. of Orissa envisages automating transaction relating services matters of Govt. employees HRMS is the flagship project of Orissa Modernizing Govt. Initiative (OMGI) .In HRMS, an employee may apply leave, loan, or put forward his/her report, request, or grievance through internet. In return, she/he can receive the sanction or reply on-line through internet from authorities. An authority can issue notification or orders of transfer, promotion or deputation of the employees on-line. HRMS software automatically prepares all related accounts and registers like Service Book. Leave Account, Loan Account, Salary Account, Incumbency Chart etc, including retrieving relevant data from transactions. Moreover, it will also help retiring employees to prepare their own pension papers on click of buttons and help authorities to process pension papers easily and quickly.

 

OBJECTIVE:

 

            HRMS is application software to carry out personal transaction of government employees in on-line mode through internet. In this regard, the transactions, that have already taken place, need to be captured as legacy data. The Service Book of each employee is the most composite repository of such transactions. Hence, service data of each employee from the service book creates backbone of HRMS software for provisioning above services. Earlier Employee Foundation Data form was filled up by all government employees. Subsequently, it was decided to capture the service book data of employees in project mode.

            Service history data available in the original service book of individual employee is the backbone of HRMS software. The General Administration (AR) Department, Govt. of Orissa has made arrangements of  data entry centers in each district head quarters and also at  state head quarter. Data entry vendors are engaged and the process of data entry has already started by data entry operators.

 

HRMS ON  BEHALF OF GAJAPATI  DISTRICT ADMINISTRATION :

 

As a part of the above programme, the HRMS software is being implemented all over Orissa from the month of May-08. The primary object of the project is to build human resources legacy data of government of Orissa. The data model is developed in consonance with the existing organizational structure such as Department, Head of Departments, field Officers, and sub-offices. The model maps the employee to the cadre-grade and post in the department. Data capturing the entire service history of individual employee will be digitized. It will cover all the employees of 38 departments of government working in more than 6000 offices in the state. In Gajapati District, there is 99  offices and approximately 4762 Nos.of  employees are serving under Govt. of Orissa for which   the data capturing process of all employees in phased manner  Presently completed the data entry work along with validation and collection of all employees Aunthetication sheet  .since Nov-2008

In this regard a  state level conference was held on 30th Oct-08 at OCAC, Building Bhubaneswar to review the progress made Sri Bala Krishna Sahu, Special Secretary, General Administration Department ,Govt. of Orissa was present and he  appreciated the support of Gajapati District Administration  for the success of this ambitious project. Among others Mr. Shribhusan Sukla, Under Secy. to Govt, General Administration Department (AR), Dr. D.D Tripathy, O.S.D to Govt, of Orissa General Administration Department (AR), Mr. Dev Mallik, System Advisor with other consultants of OMGI and all District OMGI Co-ordinator were present in this ceremony After reviewing the performance in providing best supporting hand for data collection and validation of employee required for HRMS, the selection committee decided to reward one district among three revenue divisions consisting of 10 districts in each division. The Gajapati District has secured top position with covering all milestones of data capturing process i.e (Data capture, print, validation, finalization & authentication). In this regard, Gajapati district stood top in southern division and on behalf of the Gajapati district administration,  Sri Sachidananda Samantaray, Dist OMGI Co-ordinator,Collectorate ,Gajapati  received  a certificate of performance of  excellence and cash awards of Rs.3,000/- (Three Thousand Rupees only)from Special Secretary to Govt., General Administration  Department Orissa for outstanding performances in the work.
