DISTRICT INDUSTRIES CENTRE

 District Industries Centre, Gajapati has started functioning w.e.f January 2000 with headquarter at Paralakhemundi.  Prior to this, the D.I.C, Berhampur, Ganjam looked after the industrial development of the district.  The DIC is meant for industrialization in the district.  It acts as promotional agency for development of industrial activities such as SSI, Village & Cottage Industry, K & V.I etc.  Apart from this, the DIC is the Nodal Agency in the district administering various incentives and financial benefits to the industrial units as per the provision laid down in the Industrial Policy Resolution announced from time to time by Government of Orissa.

ORGANISATIONAL SET-UP

      The DIC is headed by one General Manager (Class – I) with one District Cottage Industries Office (Class – II) who is looking after promotion of Handicrafts, Village  & Cottage Industries, K & V.I and Industrial Co-operative Society, One Industrial Promotion Officer at every Block level who promotes the industrial activities in the Block at grass root level, One Industrial Supervisor, who provides technical information to the entrepreneurs, helps them in preparation of project profiles, undertake market survey and capacity assessment of the units, deals with the arrangement of raw material and financial support to the SSI units, One Supervisor of O.K & V.I Board to look after the development of Khadi  & Village Industries in the district.  

 ACTIVITIES

      1)        As mentioned earlier, to accomplish the task as a promotional agency for development of industrial activities, the DIC maintains close co-ordination with the District Administration, Regional Managers of various Banks, Branch Manager of Commercial Banks & Gramya Banks, Lead District Manager, District level Officers and NGOs in the district and BDOs in the Block level.  It also maintains co-ordination with State level Organisations like Director of Industries, Orissa, Director of H & C.I, Director, E.P.M, M.D of various corporations, Director of IED, Director of S.I.S.I and Secretary O.K.V.I Board.

        2)        The DIC grants provisional registration IPRC) to the interested entrepreneurs. This regn. helps the entrepreneurs in applying for finance , power, raw material, Govt. land, shed in Industrial Estates and other statutory license and NOCs required for establishment of SSI units. After the unit goes into commercial production the DIC grants Permanent Registration Certificate (PMT) to the units. The PMT regn. helps the entrepreneurs in getting various financial benefits given by the Govt. as per the Industrial Policy.

    3)        The DIC recommends the applications of entrepreneurs for bank loan, scarce raw material, for Govt. land and other inputs as and when required. The DIC also arranges training for the entrepreneurs through SISI and Institute of Enterpreneur Development, Bhubaneswar and other NGOs. The DIC acts as a Nodal agency for promotion of Horncrafts, cottage & village industries and implementation of various schemes under OKVI Board.

        4)        The PMRY programme is implemented through the DIC. In this programme eligible candidates within the age group of 18 to 35 years having minimum qualification of 8th pass and whose parents annual income is less than Rs. 40,000/- are assisted under PMRY for establishment of industries, service and business entrepreneurs by availing loan from commercial banks. The Govt. provides subsidy to the extent of Rs. 7500/- per candidates .

 SSI UNITS

      There were 344 units existing as on March 2002 with an investment of Rs. 11.60 lakhs and employment of 2671.  The category wise break up as given below.

PMRY

     The PMRY programme is implemented through the DIC.  In this programme eligible candidates within the age group of 18 to 35 years having minimum qualification of 8 th pass and whose parents annual income is less than Rs.40, 000/- are assisted under PMRY for establishment of industries, service & business enterprises by availing loan from Commercial Banks.  The Government provides subsidy to the extent of Rs.7, 500/- per candidate.
